Priority areas for the Council of Europe in 2003 include conflict prevention, peace building and post-conflict democratic processes, which were addressed at a Ministerial-level Conference, 22-23 January 2003 (Skopje, Macedonia). Other priority areas for 2003 include negotiations on the proposed draft European Convention on Trafficking in Human Beings.
